Dateline: Miami, 07/22/04. According to witnesses and documented in a letter being circulated in Miami, the Medal Awards for OCB were tampered with by management. The panel appointed to select the award recipients were instructed that only seven people could receive a Medal Award. After the selection process had taken place, panel members were shocked to learn that an eighth Medal Award recipient was added to their list.
